East Lake Specific Plan Amendment No. 11

East Lake Specific Plan Amendment No. 11 is a proposed amendment to the roughly 3,000-acre East Lake Specific Plan along the southeastern shore of Lake Elsinore, guiding residential and open-space development alongside existing recreational uses. The plan area falls within the Back Basin of the Western Riverside County Multiple Species Habitat Conservation Plan (MSHCP). Mapping support included regional location and vicinity maps, MSHCP planning area figures, and sensitive species/habitat mapping across the Survey Area.
